Stephen Low (December 2, 1927 – November 15, 2010) was an American diplomat. He was an United States Ambassador to Zambia (1976–1979) and Nigeria (1979–1981) as well as Director of the Foreign Service Institute.〔United States. U.S. Department of State. () 〕 He was appointed Ambassador Extraordinary and Plenipotentiary to Zambia on August 5, 1976. He presented his credentials on August 31, 1976 and left the post on July 5, 1979.〔 He was appointed Ambassador Extraordinary and Plenipotentiary to Nigeria on September 20, 1979. He presented his credentials on November 29, 1979 and left the post on July 4, 1981.〔 He was appointed Director of the Foreign Service Institute on May 4, 1982.
